    Public Methodstatic (Shared in Visual Basic)ToDateTimeOffsetOverloaded. Converts an existing System.DateTime to a System.DateTimeOffset but normalizes the System.DateTimeKind so that comparisons of converted System.DateTime instances retain the UTC/local agnostic behavior.
