    Remarks
    This value is mapped on the axis specified by the BeginEndAxis property and determines the ending point for the const line.
    Example
    Display a horizontal const begining from value 5 and ending at value 15. 
    Dim line As AxisConstLine =  Chart.Axis(StandardAxis.PrimaryY).ConstLines.Add() 
line.Value = 12
line.EnableBeginEnd = True
