When an Anchor is set, the HorizontalOptions & VerticalOptions properties will be used to position the PopupContainer in relation to said Anchor.
For example, a PopupContainer which sets its Anchor on a Button & has its HorizontalOptions & VerticalOptions properties set to LayoutOptions.End will be positioned at the bottom right of the Button.
Without any Anchor, the PopupContainer will use its parent or the main window as a virtual anchor to position itself, while still using the HorizontalOptions & VerticalOptions properties as guides for its positioning.
