Remarks
The default value is 0 degrees which ensures that the viewer looks at the scene from the top of the Z-axis. To look at the chart from the top you'll have to modify the elevation to 90 degrees. The rotation and elevation properties define the polar coordinates of camera relative to the chart center point.
Example
The following example modifies the elevation applied on the chart camera:
Dim chartView As View = (CType(ChartControl.Charts(0), Chart)).View 

chartView.Elevation = 90
View chartView = ((NChart)NChartControl.Charts[0]).View;

chartView.Elevation = 90;
