Remarks
For example - the const lines of the vertical axes are parallel to the horizontal axes and by default they have the length of the chart width. With the help of the Begin and End values the user can make a const line to spread only over a definite range of the categories axis.
Example
Display a horizontal const begining from value 5 and ending at value 15.
Dim line As AxisConstLine =  Chart.Axis(StandardAxis.PrimaryY).ConstLines.Add() 

line.Value = 12

line.EnableBeginEnd = True

line.BeginEndAxis = CType(StandardAxis.PrimaryX, Integer)

line.BeginValue = 5

line.EndValue = 15
