I would like when a control gets focus to go to the settings for mouse hover and when the control looses focus, return back to how it was when it wasn't in hover mode.

Is it possible to add to the current themes like this?

You will need to redo the template of the theme you are using; and replace the Focused effect with the mouseOver effect.

However, if the theme you are using is one of our 7 Pro Themes, then you will need to have the Blueprint edition that gives you access to the complete xaml source code.
